versionned ruby version & gemset

  • ruby gemset will prevent conflicts with other ruby projects using the same version
  • ruby version is versionned, so it's easy for everyone to stay on the right version. Moreover I've set the version to 2.3.8 as is contains the last security fixes and bug patches for branch 2.3. It's supposed to be 100% compatible with 2.3.3
